Siloed data within modern institutions is rarely a hardware or database limitation. It is primarily a coordination challenge: separate systems employ identical terms for divergent concepts, or conversely, apply contrasting definitions to the same business entity without an authoritative reference standard.

This engagement establishes semantic clarity and operational consensus. We formulate standardized data models and rigorous interface specifications, equipping internal engineering teams and external vendors with unambiguous architectural blueprints that eliminate costly development guesswork.

Our Methodology

We begin by analyzing the operational vocabularies across participating departments, harmonizing conflicting naming conventions, and translating the unified taxonomy into formalized ERDs and comprehensive data dictionaries. In our work on the national SPEND platform for the National Energy Council and USAID, we unified diverse indicators—including energy potential, production, infrastructure networks, and consumption—into a coherent model that provides central visibility while preserving regional operational detail.

For healthcare environments, our models align strictly with recognized international standards (including HL7 FHIR and clinical terminologies) to prevent institutional isolation. In the public sector, we anchor models within the national Satu Data Indonesia framework and SPBE digital government architectures.

Scope Boundaries

This engagement delivers architectural data models, semantic mappings, schema definitions, and API specifications. The physical engineering of software connectors, middleware integration layers, and application code is scoped as a subsequent implementation phase.
